The people the census can't see: why satellite exposure data matters

Governments plan with the data they have — and the data they have is usually years out of date. Nowhere is this more dangerous than in rapidly urbanising floodplains.

Between 2005 and 2025, satellite-derived built-up area datasets show consistent settlement forming in the flood-prone river valleys outside Kathmandu. It takes roughly fifteen years for farmland to become a dense, permanently exposed community. The census never saw it happen.
